With the in-depth world political multipolarization and economic integration, as well as the arrival of the information age, the world is in a period of great development, great change and adjustment. The development trend of cultural diversity has intensified international cultural exchanges and cultural collisions. International competition has begun to change. Soft power is an interactive organic operation system composed of a country's cultural thoughts, values, social systems and foreign policies, in which culture is the core component. At present, the productivity created by culture in the process of national development, that is, the formation of soft power, has gradually become an important evaluation index of national comprehensive national strength. Western developed countries have completed the strategic transformation of modern cultural output, including the infiltration of China's cultural ideology, in an attempt to achieve the goal of cultural hegemony. In this world cultural pattern, China should think about how to build a socialist culture with Chinese characteristics, so that Chinese culture can consciously safeguard national sovereignty in the transformation of the international situation, establish cultural self-confidence, achieve cultural power, and effectively resist the invasion of Western cultural trends. China is a multi-ethnic country, and the intangible cultural heritage formed by all ethnic groups in the process of historical development is a unique cultural phenomenon in China. It conveys the original and true history and culture of the practice of production and life and their spiritual pursuit for a better future, and shows the life style of different ethnic groups. It is the most local and characteristic Chinese cultural tradition in the composition of national cultural soft power, and it is the resource for the improvement of national cultural soft power. Therefore, it is an era task for us to deeply study the inheritance of intangible cultural heritage, excavate the essence of Chinese excellent traditional culture, actively explore the inheritance law, turn the "intangible" cultural resources spread among the people into "tangible" cultural wealth, build a rich, colorful, flexible and diverse cultural inheritance and development method, and make it undergo modern transformation, so as to consolidate the foundation of national cultural soft power.
