Abstract:

With rapid advancement in the process of comprehensive economic and social transformation, various types of accidents may occur and threaten people's lives and properties in our country. Emergency decision making plays a crucial role in rescuing and recovering work. The paper aims to develop a helpful decision framework with effective methods for emergency, where we utilize game theory to describe the interaction between decision makers and emergency events, and introduce prospect theory to deal with the psychological impacts of decision makers. Meanwhile, the form of interval number is adopted to calculate the prospect value because the psychological reference belief formed by the decision maker is often a range. Further, we propose a comprehensive weighting method to determine the relative importance of every criterion in the decision-making process, which distinguishes our proposal from the existing researches. Finally, a case study is presented to demonstrate the validity of the proposed framework.
