Abstract:

Recently researches show upwards of half of all large-scale IT development projects fail to meet expectations for facilitating cognitive work. Besides the Information system development models, the Project Life Cycle methodologies (PLC) have had a significant raise. As a phenomenological and statistical study, this paper discussed the information gathered from IT experts experiences in system development fields as well as IT project management. The goal is finding the reason for failure in IT project form management perspectives. The designed survey, examines the relationship between IT system development and IT project management. This survey, tries to find the facts about IT processes and IT project handling through the live experiences of IT experts. The important note is that instead of asking participants explicitly that what happened to their project as case studies, they have asked about their opinions and experiences in aforementioned field. Therefore, answers can study the participants' real experiences on many real projects instead of the special case study. The survey indicates that most important characteristics of projects management that should be considered in new IT models are quality management and time management. The current IT development models do not make any autonomous authority position for project manager professionals and disarms software project managers in their professional duties. The survey clarified that embedding PERT and PDM in an IT development model facilitate the enable the project managers to have a bright perspective and facilitate the implementation phase. The results indicated the problem reasons and necessities and the combination of project tools with IT development methodology is recommended.
