Abstract:
Planning in cities deals with the most appropriated ways to implement improvements and development strategies, so that the population can be the most beneficiated. International agencies are urging to implement new policies and strategies in order to tackle the transportation emissions causing climate change. It is then considered important to analyze how much urban freight transport (UFT) has been included in the planning policies in Mexican cities. As a case study, we analyze the metropolitan area of Tijuana City, who has experienced a dramatic trend of growth and development in recent years. The method consists in an extensive review of the development plans, programs, legislation and/or regulation documents available. An effort of compilation, systematization and a synthesis of measures addressed to UFT was performed. The results shows that there is a lack of UFT related-policies, however evidences show too that the government has an interest to generate proposals to join government, society and businessman to better understand this issue.
