Abstract:

Pacific Gas & Electric Co. shut down its Humboldt Bay nuclear reactor in California in 1976; for seven years, the utility didn't know what to do with it. In 1983, finally, it decided that the best action was to delay action - it locked up the reactor building and put off dismantling and burying it until the year 2015.
