Abstract:
The Arlington Domestic Violence Information Collective (ADVIC) is a domestic violence (DV) data mart for the government of Arlington County, VA, combining law enforcement, court and human services databases into a single data repository. The goal of ADVIC in connecting these disparate data sources is to provide the ability to view and analyze DV victim and offender data across agencies, in addition to providing reports on any findings. Utilizing open source Business Intelligence (BI) tools such as the Pentaho BI Suite provides a robust yet cost-effective means for accomplishing this goal. ADVIC uses tools within Pentaho for the Extraction, Transformation, and Loading (ETL) of each data source to remove data inconsistencies, in addition to a reporting tool that presents summary and detailed reports. The design and implementation of ADVIC meets Arlington County's strict confidentiality and security requirements. By providing these reports to Arlington County, ADVIC hopes to provide insights that facilitate informed DV policy decisions and answer questions unsolved by the currently disconnected system. Members of Arlington County's Project PEACE Partnering to End Abuse in the Community for Everyone can use ADVIC to create a demographic profile of DV, track victims and offenders throughout the criminal justice system, and critically examine the system to identify any shortcomings in policy or practice.
