Abstract:
The review highlights the importance of interoperability in health information systems for enhancing health-care delivery and outcomes. It discusses the deployment of electronic health record (EHR) systems, which aim to improve care quality by enabling data-driven decision-making. However, a lack of interoperability among various health information systems hinders data exchange and sharing of patient information across different platforms. The review emphasizes the need to establish health information exchange (HIE) policies and standards at the national level, guided by appropriate governance frameworks, legal policies, and privacy and security guidelines. It explores the potential of blockchain technology and the Fast Healthcare Interoperability Resources (FHIR) standard for promoting interoperability and secure data sharing. Furthermore, the review examines the role of semantic web technologies in improving knowledge sharing, information management, and data interoperability within healthcare systems. It also highlights the importance of achieving semantic interoperability to ensure the exchange and accessibility of patient data without losing its intended meaning. The review delves into technological aspects, such as the challenges of adopting blockchain in EHR administration, the architectural considerations for blockchain-based healthcare solutions, and the need for health data platforms to incorporate standards that facilitate formal modeling of clinical knowledge and harmonized data exchange. Overall, the review underscores the necessity of a multi-pronged approach, including technical solutions, policy measures, and collaboration among stakeholders, to address interoperability challenges and unlock the full potential of interoperable electronic health records.
