Abstract:

Energy security is an important part of national security. The energy structure of the world today is in the midst of an energy transformation from fossil energy to renewable energy, and China’s energy development under the new situation is facing a complex situation and serious challenges, not only to accelerate the low-carbon energy transition to achieve the goal of carbon neutrality, but also to firmly guard the bottom line of energy security. How to co-ordinate the energy transition and energy security is a major issue facing China’s high-quality and sustainable energy development. The Sichuan-Chongqing region is the most populous and economically largest region in the west, and has the highest comprehensive economic strength in the west. Its abundant hydropower resources provide powerful power output for the Sichuan-Chongqing region as well as the eastern region; its abundant natural gas resources provide stable energy power for the Sichuan-Chongqing region. However, the single energy structure of the Sichuan-Chongqing region and the uncertainty of its hydro energy resources have led to a mismatch between its energy security capacity and its development needs. This paper puts forward some suggestions and countermeasures on a series of challenges facing the energy security of the Sichuan-Chongqing region.

I. Introduction

Energy is an important material basis for the survival and development of human society, the blood of industry and the lifeblood of the national economy [1] Energy is an important strategic resource for the national economy. China is rich in coal, poor in oil and poor in gas, with coal as the main source of energy consumption and a high dependence on oil and gas imports. Energy security is constrained by internal and external factors such as the increasingly complex international situation, insufficient domestic reserve resources, and the difficulty of replacing traditional energy systems with new energy sources. With the support of policies, energy security should focus on energy security, efficient and clean use of traditional energy sources, and accelerated development of new energy sources. [2–5].
