Abstract:

In this paper we present the evaluation of the accessibility level of OER repositories in some Ibero-American countries that promote the use of OER through open access and digital inclusion policies. We studied repositories from Argentina, Brazil, Colombia, Spain and Uruguay. First we used WCAG 2.0 to analyse the accessibility level of the home page leading to the repository as this accessibility determines the type of user experience provided. From this analysis we identified needs for improvement and design guidelines applicable to other cases.

I. Introduction

The right to education is a human right recognised in the Convention on the Rights of People with Disabilities (PWD) [1]. This right must be guaranteed free of all discrimination. However, PWDs that decide to exercise their right to education may have to face a number of obstacles, some of which can be overcome by using OER.
