Abstract:

This research discusses the implementation of the Scrum methodology in the development of an internet-based e-voting application for student council elections in high schools. In Indonesia, after the amendment of the 1945 Constitution, democracy has shifted towards liberalism, where the selection of officials is based on procedural and financial considerations. The turnover rate of legislative officials has become a crucial indicator of the quality of democracy. The General Election Commission (KPU) views novice voters as a group that requires special attention. The research reveals that the social and educational environment contributes to the political behavior of students. The Scrum methodology is employed for the development of the e-voting application, enabling continuous communication and adaptability to changes. The application aims to increase student participation in general elections and provide insights to the General Election Commission. The results show that the implementation of Scrum is successful, with a focus on data management, student account management, input validation, and quick counts. The application is expected to provide effective democracy education to students and support the electoral process at the school level.
