Modeling of the Network Community Development and Its Software Infrastructure Based on Semantic Technologies

The necessity of the network evolution control for communities of practice as well as its potential possibility is described. Questions of the appropriate data ware and software building are considered. A description of a software complex (including its main units) based on a semantic relationship server is provided. The main problems which are supposed to be solved using this application are marked out.
