New direction for the Dod ATS Framework

The Automatic Test System (ATS) Executive Directorate is charged with developing objectives for ATS modernization within the Department of Defense (DoD). The DoD ATS Framework Working Group (FWG) was established by the ATS Executive Directorate to create a Framework addressing these objectives. In addition to creating and updating key element definitions within the Framework, the FWG focuses on identifying commercial specifications and standards that might satisfy requirements for these elements. The Framework is being specified in DoD ATS policy so that its standards are incorporated in future DoD ATS acquisitions. Two functions of the FWG are to provide a continual assessment of the Framework and to plan the development and demonstration of specifications and standards that satisfy the DoD Executive Directorate objectives. In addition, the FWG provides guidance to the DoD acquisition community on how to implement an open systems approach in future ATS. The ATS Executive Directorate recently decided to provide new direction to the FWG, focusing its efforts on industry's integration of standards and associated tools, as well as guidance in allowing for greater flexibility in DoD ATS. Specific tasking of the FWG includes evaluating standards in terms of applicability to the twenty plus key elements defined in the Framework. New test applications and information management requirements, based on changing DoD priorities and new technologies, are also addressed. The FWG facilitates the acceptance of these standards and technologies not only in DoD applications, but in industry as well. This is necessary to ensure that there is a viable base of commercial tools available to support DoD ATS. The FWG is also supporting the implementation of DoD-wide policies in ATS, such as netcentric environments, by identifying existing standards and supporting the development of additional standards that are required. Finally, the FWG is working with industry in developing demonstrations of various standards to help ensure that the standards are complete, meet the DoD's needs, and are fit for commercial applications. The paper will discuss the new direction that the Framework has taken in an effort to focus on guiding acquisition programs on the use of the Framework, involvement with related DoD teams, and support for a net-centric environment in ATS. This paper will also provide a summary of the demonstrations that have most recently been completed and a synopsis of significant past demonstrations.
