By most estimates, Hurricane Harvey took down nearly ten gigawatts of power generation. Irma left somewhere around ten million people (and two-thirds of the area of Florida) without power. Hurricane Maria left much of Puerto Rico without power for months on end. Amid the humanitarian crisis there, in which the absence of power exposed still-deeper issues, many eyes turned toward local electricity futures. “We want microgrids everywhere,” governor Ricardo Rosselló said about his Energy 2.0 plan. In this he was hardly alone.
