6 Why Climate Policy Outcomes Differ

Now that we have examined the governance systems in each country, as well as case studies showing how climate policy targets are formed and implemented, we can explain why policy outcomes differ. We do not aim to be comprehensive in this chapter, but rather to identify some of the key differences that strongly influence policy outcomes. We conclude that, on balance, these factors best explain the differences in the policy processes of both countries.
