Research on the Issue of Service Capacity Restricted for the Site of Returns Collection Points under Holiday Paroxysmal Effect

On February 18, 2019, The Chinese Government promulgated the development plan for Bay Area. In Bay Area, E-commerce especially Guangzhou is very developed. With the effect of holiday paroxysmal-effect in the paper, the issue of recycling points under the constraint of service capacity and cost in the mode of New Retail were studied. Set minimum cost of recycling points as the target based on some far-reaching restrictions, such as distance recovery of recycling point service, the relationship between returns distribution and recycling time, etc. Assumed that returns obey Poison distribution and the distance between a recycling point and an entity shop follows logarithmic normal distribution, established a 0-1 integer programming model for the site of recycling point.
