Mr. President, gentlemen: Design engineers very frequently seem to find it necessary to pass high voltage conductors through a conducting medium, and in the accomplishment of their desires they make use of what are known as bushing insulators, That is, a hole is made through a conducting medium and it is bushed with some insulating material to protect the live conductor. Now, where the pressure handled is only a few thousand volts or so, the production of a suitable bushing insulator is a comparatively simple matter; a tube of porcelain, bakelite, or hard rubber fulfils the essential requirements. Where, however, the pressure runs into the hundreds of thousands of volts, it appears desirable to exercise a little more care and caution if we are to avoid all sorts of trouble from both a service and an expense point of view.
