The development of a web-based spatial information system utilization of forest area (Case study: Sulawesi Island)

The island of Sulawesi is the fourth largest island in Indonesia and the eleventh largest island in the world. The island of Sulawesi have enough forest areas to be exploited. Those huge potential of exploited forest in Sulawesi, unfortunately, was not supported by easy information access for public to see potential forest in the region. The available information was only tables of forest area utilization in the form of printed book and softcopy in pdf format that were published once a year. In addition to that, the application process to have a business license for forest utilization is still done by paper based. Potential investors need to fill application form for business license and visit the office of the ministry directly. Therefore to have the permit, they are required to provide more time to travel to the office of the ministry. Data recording was still processed by using MS Excel that may have problem on files accumulation and the risk of lost data. And not yet available media that provide information about the utilization of the forest area in Sulawesi Island in particular. The purpose of this research is to create an information systems that is easier for investors to apply the permit of the forest area utilization and allow them to see the area visually with the help of digital map. This system is developed by using Rapid Application Development (RAD) method that consists of planning, workshop design, and implementation. Unified Modeling Language (UML) is used as system modeling. The results of the research is a web based system, named as SISAPKH (Spatial Information System for the utilization of forest area), that displays the spread of the utilization of the forest area and allows potential investor to apply business permit for forest exploitation through online systems.
