Despite the rapid development of electronic data transmission, there will be a need for a conventional postal system for a long time to come. The convenience and cheapness of letters will not easily be equaled by electronic mail. Yet, the present United States postal system does not provide the speed and reliability of delivery that the public has a right to expect.
