Computer software: Software design: Breaking the bottleneck: A visionary approach is recommended in place of the piecemeal policy now in effect

The software design crisis, the extraordinary manpower cost of programming new information systems, could be eased by 1990 — or it could last until the year 2020. It all depends on whether computer developers adopt a visionary approach that actively seeks a fully integrated programming support system, or whether they continue the present ultracautious, piecemeal development.
