Special consideration in power system restoration. The second working group report

This paper is one of a series presented on behalf of the System Operation Subcommittee with the intent of focusing industry attention on power system restoration issues. Today's power systems are more than ever vulnerable to potential major disturbances, dictating renewed and closer attention to restoration following a partial or complete collapse. This paper, the second report by the Power System Restoration Working Group, addresses four more issues which require special consideration.<>
