Risk-Based Management as a Tool for Utilities’ Plant Assets Management

This paper addresses the analysis of the possibility of using risk-oriented management as a tool for managing production assets of the energy utilities. The main obstacles in the implementation of production asset management systems at the energy utilities are identified and the possibility of their application to determine the optimal lifecycle of power equipment is investigated. The authors present the results of modeling of reliability-centered management implementation for the following power system facilities: sections of 10 kV, 110 kV and 220 kV power transmission lines. The authors formed a matrix of risks and, in accordance with the reliability-centered management methodology, assessed the damage and the likelihood of developing defects for the objects under consideration, as well as the consequences of the failures.
