Determinative Factors of Cloud Computing Adoption in Government Organizations

Digital transformation in government organizations has led to the spread of e-government applications. Accordingly, government institutions face many challenges, such as the lack of highly skilled IT personnel and resources and inadequate technology infrastructure for these services. Since cloud computing offers eligible and cost-effective solutions for governments, they try to implement cloud-based solutions to improve their services and corresponding underlying networking infrastructures. Although this domain gained interest from researchers and practitioners, it is not fully explored due to the limited number of studies in the literature. Therefore, this study investigates the determinative factors of cloud computing adoption in government organizations by considering the Technology, organization, and Environment (TOE) framework as a basis. Consequently, Analytical Hierarchy Process (AHP) is employed to prioritize these factors to provide insight into cloud acceptance by government organizations. The results show that technological factors are the most important, followed by environmental and organizational factors. In particular, security and privacy, disaster recovery and availability, internet dependency, policy and regulation, and top management support are the most critical factors for cloud computing adoption by government organizations.
