Research on Compensation Method of Power Auxiliary Service with Stable Power Cut-off Including New Energy

At the end of 2021, the National Energy Administration issued the administrative measures for electric power auxiliary service, which included the stable control and switching machine into the compensation scope of electric power auxiliary service, and required that the compensation intensity should be determined according to the principle of "compensation cost and reasonable income" by comprehensively considering the cost, performance and reasonable income of electric power auxiliary service. According to the above principles, this paper deeply analyzes the investment, construction, operation and maintenance costs of the power plant stability control device, the loss of less power generation caused by the shutdown of the power plant stability control device ,the increased restart and grid connection costs, and proposes three compensation aspects: the standby compensation for the stability control and shutdown, the compensation for the loss of less power generation and the compensation for the unit restart and grid connection costs, and establishes the mathematical model and calculation module of the power auxiliary service compensation for the stability control and shutdown, the architecture of compensation calculation system for auxiliary service of stable control cutting machine is proposed. For three types of power plants, namely thermal power, hydropower and wind power, a detailed statistical analysis is carried out on the construction and operation cost of the power plant stability control device, the loss of less power generated by the unit cut-off and the unit restart cost to determine the reasonable compensation intensity. The research results will serve as an important reference for the compensation method and strength of the power auxiliary service of the stability control and switching machine in China Southern Power Grid.
