Transmission Grid Performance Evaluation Based on Combinatorial Game Theory under Dual Carbon Targets

In 2020, Xi Jinping proposed the goal of carbon peaking and carbon neutrality, and clarified the direction of Chinese energy and power transformation under the background of “dual carbon”, which put forward higher requirements for the low-carbon transition of the transmission grid. This paper constructs the transmission grid performance evaluation index system from three aspects: low carbon performance, social performance and operation performance, and uses the combined game theory to evaluate the performance of the transmission grid in six regions of the country from 2014 to 2020. Three conclusions are drawn: the comprehensive evaluation value of transmission grid performance in the northwest region is basically at the middle and upper level, and this region is higher than the other five regions for 43% of the time; the two indicators of new energy generation and per capita electricity consumption have a greater impact on the performance of the transmission grid; the performance evaluation value of the North China regional transmission grid that relies on traditional energy for power generation grows slowly and shows a low level. Three suggestions are proposed including strengthening the top-level design of the transmission and distribution grid planning, promoting the new energy consumption capacity of the transmission and distribution grid and improving the power efficiency level of the whole society.
