Multi-Criteria Simulation Modeling of the Construction Supply Schemes for Areas with Challenging Climate

Recently, the regions that have traditionally been viewed as challenging due to their harsh climate have been rediscovered to hold good potential for development, which implies construction of facilities of varying degrees of structural reliability and durability. At the same time, the high cost of the development, coupled with high probability of external risks, makes construction projects in these regions highly dependent on timely provision of resources, which in itself is a challenging task. The solution lies in identifying the most effective logistics scenarios for the provision of raw materials, supplies, equipment, etc. In these circumstances, logistics models and delivery schemes are considered as deterministic cases. Their effectiveness W is determined by three groups of factors – background data “a”, solutions “x”, and unknown circumstances $\zeta$- and is analyzed from the perspective of their feasibility and the constraints that are likely to be encountered in an area as challenging as Arctic’s.
