Assessment of FRR Procurement Under High Penetration of Solar PV and Wind Generation

In Taiwan, renewable energy will achieve 20% of the total generation by 2025. The integration of high penetration of renewables into the grid has presented major challenges to the grid operation. The frequency regulation reserve (FRR) is used for real-time correction and balancing power supply and demand during the dispatch period. It is crucial for electric utilities to implement the FRR procurement process and manage the regulation reserve to maintain system stability and reliability. This paper presents a method to assess the FRR procurement process under high penetration of wind and photovoltaic (PV) generation being integrated into the grid. Simulations are based on the 2025 projected load, solar PV, and wind generation output using historical data. By comparing the results obtained before and after renewables are integrated into the grid, the recommended approach for FFR procurement is suggested to ensure a reliable 2025 grid operation.
