Design and Benefit Cost Analysis of the Potsdam Microgrid

The Potsdam Resilient Underground Microgrid concept was developed to serve critical loads in the Village of Potsdam, NY during a bulk power system outage of up to two weeks. The microgrid would provide electric power for critical services to the village and surrounding population during the period when the majority of the population and businesses would be without grid power. This paper presents the high-level design of this microgrid, along with an extensive cost and benefit analysis. Nine design scenarios are presented in the paper, and the benefit-cost implications of these nine designs are presented.
