Architectural Framework Factor for E-Government in Indonesian Construction Services Sector

The Integrated Information System for Construction Services (SIJKT) which was built to improve the quality of services and businesses in the Indonesian construction services sector, is considered to provide a suboptimal performance. The experience of implementing SIJKT for 6 (six) years (2016–2022) shows that there are still obstacles to achieving SIJKT development goals. The architectural framework factors used in developing SIJKT are still limited to technical matters. This paper will analyze the research problem of e-government implementation for the past six years (2016 - 2022) as well as a content analysis of the factors that shape the architectural framework of e-government in the construction services sector based on the policy review and literature study. Results from numerous literature studies show that it is not enough to build e-government based on architectural framework factors that are technical in nature but requires other non-technical factors, namely policy/regulations, human resource, organization, economy, demography and geographical condition. It can be concluded that to optimize SIJKT services, an architectural framework that considers technical and non-technical factors are urgently required.
