Development of the US Navy's PC-based Frequency Assignment Computer Terminal System

In the past the US Navy's frequency records were kept either on microfiche or printed out on paper, and modifications and new assignments were penciled in on three-by five cards. This method of managing the spectrum became conspicuously archaic with the advent of computers that could perform EMC calculations and multiple frequency record transactions. To remedy this problem the US Navy, through the direction of the Chief of Naval Operations, established the PC-based Frequency Assignment Computer Terminal System (FACTS). As it was envisioned, FACTS was to provide an automated spectrum management capability to the multitude of Navy and Marine commands that have a daily responsibility of managing the use and allocation of the spectrum. Use of the FACTS has now spread to 102 users throughout the US Navy and is in operation in the Continental US, and in both the European and Pacific Theaters.<
