A Methodology to Evaluate the Safety Prevention and Control System Effectiveness for a Ship Underway

Considering the problems of scene variability and time sequence degradation from safety prevention and control system effectiveness for a ship underway, a new methodology based on degradation characteristic parameter analysis and effectiveness degradation evaluation is proposed. First, the numerical polarization technique is introduced to normalize the degradation characteristic parameters to realize the dimensionless transformation between the indices and the difference convergence within the domain. Second, a quasinormal distribution of statistical parameters is used to solve the ideal value of the degradation characteristic parameter at a certain time point, to process the fluctuation error of multiple scene characteristics. Third, a Weibull distribution based on degradation analysis theory is used to solve the change trend of degradation characteristic parameters in a time series to achieve the dynamic evaluation of prevention and control effectiveness degradation. Finally, the methodology is evaluated on testing ships, and the results show that the accuracy of evaluation can be effectively improved. Compared with the traditional static evaluation methods, the proposed methodology in this paper is closer to the actual situation, and the dynamic characteristics of the safety prevention and control system can be comprehensively considered in the evaluation process.
