The Framework Design of Electricity Market Mechanism under the New Electric Power System for 2030

At present, the design and operation of China's power market is mainly for the scenario of thermal power and low proportion of new energy, which is still lack of matching with the future market form dominated by high proportion of new energy. The bilateral uncertainty of source load, the growth of market subject variety and number order of magnitude, the uncertainty of power planning in a long-time scale, the autonomy of market subject transaction behavior and other factors of the new power system bring great problems and challenges to the design and operation of power market. This paper first analyzes the changes brought to the power market by the development of the new power system, then summarizes and refines the challenges of mechanism design and technical support faced by the design and operation of the power market under the new power system, and finally gives specific countermeasures for the challenges of the new power market, to provide technical support for the design and operation of the power market under the new power system.
