the development of digital technologies for transport opens up new ways to solve classic transport problems. An important task is to determine and increase the average speed of the traffic flow. Information about the average flow rate makes it possible to effectively plan routes in urban agglomerations. The article considers and analyzes the factors influencing the average speed of vehicles (ATS) on the road network (RN) of an urban agglomeration. The article proposes the use of artificial intelligence to determine the degree of significance of each factor, as well as solving the problem of finding the average speed of the traffic flow.
