Research and Practice on Course Design of Ship Bridge Resource Management : Working Process Systematic Curriculum Development Based on the Grey Correlation Big Data Analysis

In the shipping industry, most ship casualties are caused by human factors. To deal with these kind of situation, Bridge Resource Management (BRM) in the mandatory training standards for ship officers was adopted by International Maritime Organization (IMO) in Manila Amendment to the STCW Convention of 2010. This paper uses big data grey correlation analysis of human error based on written accident investigation report. The grey correlation big data analysis is a multi-factor statistical analysis method, which uses grey correlation degree to describe the strength and order of the relationship between factors on the basis of the sample of each factor. If the sample big data column reflects the change trend of the two factors is basically the same, the correlation degree between them is large. On the contrary, the correlation degree is small.Big data grey correlation analysis of human error based on written accident investigation report data for over 100 vessels under collision casualty between 1993 and 2003 the statistical probability of ship accidents being caused by human factors is 86%. Therefore, it is necessary to strengthen the training of BRM courses for seafarers and reduce human error resulting in casualties during navigation. As the contents and model of BRM training vary from home to abroad, there is no unified BRM training curriculum in China. The statistics of the National BRM assessment examination in the past six years by China MSA, the average pass rate is only 83%, which does not match the requirement of the trend of increasingly large and modernized ships. So it is necessary to develop appropriate BRM courses. With the theory of work process systematization, this paper summarized the typical working process of BRM, takes the risk degree as the reference frame, constructs the learning situation from simple to complex, and constructs the BRM course based on work process systematization. It is well used to train crews to apply Bridge Resources correctly, and to operate ships and avoid risks in different situations so as to get the ability of proper understanding of practical condition and changing tendency; the ability of sensitive observation of practical condition and changing tendency around ship; the ability of thorough identification of influence of changing situation around ship on movement and the ability of proper prediction of near-term future and safety situation and to eliminate the casualties caused by human errors.
