Generation Dispatch and Reserve Allocation Considering the Wind Power Plant Providing Frequency Regulation Service

The high penetration of wind power generations will lower the system inertia and frequency response capability. Moreover, the fluctuation of wind power generation is stronger than the load power. The provision of frequency modulation services by wind power generation has become a future trend. In this paper, an operation optimization method for generation dispatch and reserve allocation considering the wind power plant participating frequency regulation is proposed. First, the Copula theory is utilized to construct the joint distribution of forecast and actual wind power generations. Second, the samples are taken from the joint distribution model conditioned on the forecast wind power generations, and then the scenario set of the actual wind power generations are created by clustering these samples. Third, the scenario set is used to construct the power system operation optimization model to consider the uncertainty of wind power generation. The case study conducted on IEEE 118-bus system shows that the proposed method can save the total operation cost compared with the deterministic optimization method.
