Dynamic Adjustment and Application of Substation Project Cost Index to adapt to Cost Marketization Reform

In July 2020, the Ministry of housing and urban rural development issued the project cost reform plan, which proposed to “abolish the regulation that the maximum bidding price is priced according to quota, gradually stop publishing budget quota, and implement project pricing methods such as list measurement, market inquiry, independent quotation and competitive pricing”. However, at present, the pricing mode of power grid enterprises in the development and contracting stage is mainly budget quota pricing. In the future, technology and economic management will face a series of new problems such as how to price. Taking the 220kV modular intelligent substation project in Tianjin as an example, this paper uses the 2018 quota to calculate the construction cost, and constructs a typical cost dynamic adjustment model based on market price fluctuation. The model calculation results provide reference and basis for pricing in the development and contracting stage after the cancellation of budget quota, in order to explore a new cost management model to deal with the market-oriented reform of project cost.
