Development of an Algorithm for Processing and Analyzing Digital Packets of SV and GOOSE Protocols for Use in a Mobile Network Scanner

This paper discusses three different algorithms for analyzing Sampled Values (SV) and Generic Object-Oriented Substation Event (GOOSE) digital information streams of the IEC 61850 standard and presents the optimal algorithm adopted for a mobile network scanner of the network. SV protocol is a data transmission protocol that transmits measured values of currents and voltages from digital measuring transformers. GOOSE protocol is a data transfer protocol that is designed for communication between relay protection and automation devices by transmitting discrete data over Ethernet. The first in First out (FIFO), Priority Queuing (PQ), and Weighted Fair Queuing (WFQ) methods were considered. On the basis of the experiment of disconnecting the feeder at a 500 kV single-line substation, their effectiveness was evaluated in relation to a mobile network scanner. Modeling and simulation was carried out at the complex RTDS.
