Research and Application of Safety Management in the Construction of Offshore Wind Farms

In order to implement the safety development thought of General Secretary Jin Ping that "life is at stake, development must not be at the expense of human life, this must be an insurmountable red line", strengthen the management responsibilities of personnel at all levels, and improve the safety awareness of operators. Reduce operational risks and implement the norms of the infrastructure intrinsic safety system. For offshore wind power, the current infrastructure construction site has complex construction conditions and high operational risks. Safety accidents are prone to occur frequently, safety risk control is not in place, there are many hidden safety hazards in field operations, and the safety management problems of contracting (sub- )contracting are more prominent. Some personnel have insufficient safety awareness, insufficient management capabilities and management methods, and insufficient implementation of main responsibilities. On the basis of inheriting safety production management, the innovative ideas for on-site operation safety management of offshore wind power infrastructure are proposed to realize a new model of infrastructure safety management. And through the development of the offshore construction safety management execution platform, the system and standards are implemented, the management chain is opened, and the safety management of all participating construction units on the site is unified into the management of the owner, forming an overall linkage mechanism. Wake up their safety awareness, follow the safety formula of "safe operation = create and maintain safety-level operating conditions + zero human error", and build a software platform with awakening workers’ safety awareness as the core and implementation of safety management system specifications as the main content.
