Conflict between IEEE 386 and ASTM F855, the ASTM perspective-differences between IEEE 386 elbow use for grounding applications and ASTM F855 grounding equipment requirements

ASTM Standard F855 was originally written with the intent of covering temporary protective grounds to be used on overhead power lines. The standard was based on the melt temperature of the cable used in the grounds, which was intended to be the weak link of the grounding system. The applicability of either ASTM F855 or IEEE 386 to protective grounding devices used on underground distribution systems is unclear in either of the present versions of these standards. Several methods of addressing this issue from the ASTM side are proposed for discussion.
