The Evaluation Index System and Method of Electricity Spot Market Based on SCP Theory

The construction of the power market evaluation system is an important process in the construction of the power market. With the continuous development of China electricity spot market, how to combine the development characteristics of the domestic electricity spot market and systematically propose a set of index systems to evaluate the market development process and operation status is an urgent problem that needs to be resolved. Based on the SCP(structure-behavior-performance) theory commonly used in the evaluation of foreign electricity markets, this paper lists key indicators from three aspects: market structure, market behavior and market performance. At the same time, combined with the characteristics of the analytic hierarchy process and the fuzzy set theory, the fuzzy analytic hierarchy process is introduced to organically combine the objectivity of indicators and the subjectivity of expert judgment, which can quantitatively analyze the development of various aspects of the market. Finally, the actual data of the PJM market in the United States is used to analyze, and the results prove the effectiveness of the method.
