Research and Demonstration of Planning and Decision-making Tools Based on Power Grid Full Cost Chain

“Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening the Reform of the Electric Power System” (Zhongfa [2015] No. 9) kicked off the new round of power system reform in China. Therefore, the power grid companies urgently need to change their development modes, conform to the development trend of the new round of power system reform, and plan ahead to carry out research on new modes, new models and new methods of investment planning and decision-making in the market environment, which promotes the scientificity and effectiveness of power transmission and distribution networks, comprehensively improve the level of optimal allocation of power resources. First of all, this paper studies the calculation method of full-cost chain and full-cost node electricity price. Then, the functional module of the planning decision tool based on the full cost chain of the power grid is proposed. Finally, the selected project is determined based on the sensitivity of the investment ceiling.
