Evaluation of the Ten-Year Plan of Air Decontamination for Bogotá (2010-2020) efficiency

In 2011, Bogota’s district administration adopted the Tenyear Plan of Air Decontamination for Bogotá (PDDAB, for its initials in Spanish) 2010-2020, which included measurements focused on manufacturing and transportation sectors. , and PDDAB measures have not been evaluated. Hence, the efficiency of its implementation is unknown. The aforementioned motivated this investigation, intending to evaluate the efficiency of PDDAB through the design of efficiency indicators which can measure and analyze the established measurements. The employed methodology included the identification of changes associated with measures for constructing indicators that permit the evaluation of its compliance. As soon as the indicators were contemplated, they were validated through an expert inquiry. Then, based on the feedback provided by the inquiry, the indicators were asserted, eliminated, or complemented for evaluation. Subsequently, the indicators were estimated and analyzed; additionally, an analysis of the tendencies for contaminants PM
10
and PM
2.5
, was made. The obtained results show that the PDDAB 2010-2020 was 60% efficient since the goals for stationary sources were not achieved in more than 50%, opposite to the goals for mobile sources which were 67% achieved. Plus, not all the evaluated measurements were implemented within the scheduled times in PDDAB established timeline.
