Challenges to the Assessment System of the Research Activities Management in Universities and Scientific Organizations

The article presents the results of a study of modern and innovative approaches to assessing the management of research activities in universities and scientific organizations. The factors that ensure the effectiveness of the management of research activities are systematized and classified. The positive practices of integrating key performance factors into qualitative and quantitative indicators, which are the basis of the evaluation system, are summarized. Since at the moment there are no authoritative and systematic studies that comprehensively respond to this request, we attempt to formulate solutions aimed at increasing organizational flexibility and convergence of the infrastructure of the profile organization. As such a solution, proposals are presented on the structure, as well as on the requirements for the tool base and IT architecture, in which the necessary parameters that characterize the work with data on the processes and results of research activities based on universities and scientific organizations will be met.
