Integral Method for Evaluating the Effectiveness of Electronic Interaction between the State and the Population and Business in the Context of Digital Transformation

The article substantiates a holistic method of expert evaluation of the effectiveness of electronic interaction between the state, the population and business to measure the positive and negative manifestations of socio-economic effects in the implementation of e-government projects at various levels of government. The task is to develop a model of the integrated effectiveness of electronic control system projects for various multidirectional manifestations of economic and social effects (positive, negative). The methodology of the formation of private indicators of an effective and costly nature, the order of expert evaluation and the algorithm for solving the problem are considered on the example of the implementation of the federal project “Digital Public Administration” at the beginning and at the end of the project. The mechanism of applying the results of a comprehensive efficiency assessment and identified reserves / bottlenecks in the e-government systems disclosed.
