Assessment of FRR Requirement Under High Penetration of Wind Generation

Frequency regulation reserve is deployed to immediately correct the power unbalance caused contingency events. In Taiwan, renewable energy will achieve 20% of total generation by 2025. However, the integration of high penetration renewable energy may increase the variability and uncertainty in existing system and impact the frequency regulation reserve requirement. This paper is to investigate the impact of integrating high penetration of wind generations on frequency regulation reserve. To investigate the wind generation impacts on the regulation reserve requirement, a better way is to compare the variable load and net load rather than only considers wind generation variability. This study simulates 2025 forecasted load and the net load by scaling historical data and compares them with variability and frequency regulation reserve requirement. Simulation results show that the proposed mitigation strategies can ensure sufficient frequency regulating reserve to be deployed.
