Development Approach to an Expert System for Efficiency Assessment of Waste Recycling in the Oil Industry Based on DEA Models

he paper proposes a new development approach to an expert system (ES) designed to analyze the efficiency of processing technogenic waste from the oil and gas industry. The central part of the ES is the algorithm of multifactor analysis of resource and energy saving in the system of processing technogenic waste of oil and gas enterprises based on the Data Envelope Analysis (DEA) models. The authors extend the DEA method to an entirely new subject area of actual engineering applications related to oil-containing waste (OCW) recycling. The basis of the algorithm for assessments of the waste processing system considered in the article is solving interrelated problems of multi-factorial comparison of objects according to heterogeneous quality criteria, characterized by new formulations of related mathematical programming problems. The obtained partial and generalized indicators of the efficiency of the waste processing system are used in the ES to support decision-making and form local control effects or justify strategical control actions on the waste processing systems. To realize the possibility of using logical inference and decision-making procedures, a knowledgebase of oil-containing waste and technologies for waste processing is being developed based on natural language queries.
