Proposal of a Low-Cost Refuge Management System using OS Booting by External Storage

In the past large-scale disasters, it took a considerable amount of time to collect information on victims at an evacuation shelter, and it was difficult to quickly summarize the relief needs of the victims. In order to solve these problems, a refuge management system (RMS) using information and communication technology has been proposed. However, when introducing RMS developed in the past to neighborhood associations and residents' associations in general areas, the introduction cost is considered to be the biggest barrier. In order to solve this problem, we propose a system that can be operated as RMS by connecting an external storage device to a personal computer (PC) that is no longer used and booting an operating system (OS)from the storage device.
