A Grid-Load-Storage Coordinated Planning Model Considering Flexibility Resources under High Wind Power Penetration

With the increasing penetration of renewable energy, the fluctuation of renewable energy source (RES) is one of the most important factors that affect the reliability and economy of power system. It is crucial to consider the flexibility and reliability in planning stage. In this paper, a grid-load-storage coordinated planning model considering unit commitment (UC) constraints is proposed, in which the candidate transmission lines and energy storage systems (ESSs) are simultaneously planned by minimizing the investment cost, operation cost, flexibility cost and wind and load curtailment cost. The flexibility resources are provided by generators, ESSs and demand response (DR) together. In order to ensure the reliability of this model, N-1 security criterion is also considered. To validate the effectiveness and superiority, the proposed model is illustrated using the IEEE-RTS system.
