Towards personalised public service co-creation using core vocabularies

The provision of public services is at the heart of public authorities operations as it directly affects citizens’ lives and the prosperity of the society as a whole. The opening of public services promotes transparency and could potentially facilitate citizens’ participation in public services co-creation. The opening of public services can be fostered by using a public service model for structuring public services descriptions. Additionally, the use of a standard public service model can also facilitate semantic interoperability between public service catalogues or eGovernment information systems. European Commission has developed a core vocabulary, namely Core Public Service Vocabulary, as the European standard for public service modeling. However, Core Public Service Vocabulary cannot fully support personalised public service co-creation. The aim of this paper is to propose an enhancement of the Core Public Service Vocabulary by reusing classes from other core vocabularies and from the literature in order to support public service personalisation and co-creation. A usage scenario of the enhanced Core Public Service Vocabulary utilizing the “Get a passport” public service is demonstrated as a proof of concept.
