3 On the Unified Index for Balanced Development and Inequalities Level Estimation

The paper deals with an approach aimed at constructing balanced development strategies for the country and its regions, including overcoming inequalities. There are defined regional (within the country) resources and development is considered as a set of system participants strategies aimed at creation of new resources using available information. The categories, types, and sets of basic indicators of regional resources are introduced. A cooperative resource model of balanced development is being constructed. This development is considered as the result of the strategies determined by the Shapley value. But such strategies may not meet normal development; they depend on state region, which must be balanced at first, because balanced strategies will reproduce initial state. The strategies coalition enters a game with a certain number of resources and expects the corresponding them sharing. In practice, such sharing usually is not performed. The model also indicates that in order to bring the region to a balanced use of resources, unbalanced within cooperative model strategies should be used. As a result, it is proposed to define the regional development index. Comparative estimations of regional resources are introduced. In addition to quantitative, qualitative estimations of resource types are also considered It is proposed a unified development index. This index and indicators allow defining the balance of current and target state of regions and country, as well as strategies for their achievement. The same tools allow evaluating and comparing factors of inequality, and on this basis finding constructive strategies for overcoming those factors.
