Reserve optimization Considering Reserve Deployment Process

In this paper, we propose a reserve optimization model considering the reserve deployment process. The reserve is determined by an endogenous cost/benefit analysis between the scheduling cost and expected interruption cost which is computed by multiplying value of lost load (VOLL) with expected energy not supplied (EENS). The reserve availability of a unit, which depends on its actual ramp rate schedule is considered when computing the EENS. Moreover, an approximate method is proposed to reduce the computation burden and ensure the system security. The efficiency and validity of the proposed method are verified using the IEEE-RTS system.
